WELFARE REFORM

The overwhelming majority of people receiving public assistance in New York State are women with children.

These women turn to public assistance because of a major interruption in the family's income due to divorce, death, abandonment, job loss, or disaster. While 70 percent of these families leave the rolls within two years, they face obstacles to doing so such as a benefit level which amounts to 82 percent of the poverty level, a lack of child care, and lack of jobs that pay enough to support a family.
 

NOW-New York State Supports:

Replacement of the current welfare system with a guaranteed income.
Programs for job training, child care, employment services, transportation and job creation.
Health care for families not able to afford independent coverage.

 

NOW-New York State Opposes:

Public assistance "reform" that impoverishes women and children, the elderly, or the disabled.
"Learnfare," child exclusion, and denying assistance to minors who do not reside with parents.
Requiring participation in the jobs program or "workfare" for parents with a child under one year of age.
Fingerprinting or "finger imaging" of public assistance recipients.
