Protection for Domestic Violence Victims from Housing Discrimination

The National Organization for Women- New York State, Inc. strongly supports S-936/ A-1055, which would protect domestic violence victims from housing discrimination, including but not limited to, the purchase, rent, and lease of accommodations. According to the Domestic Violence Resource Center, one in four women experiences domestic violence in her lifetime; up to 6 million women are physically abused annually. This means that 25% of women may be affected by this type of discrimination should they attempt to escape the abuse and live independently.

Victims of domestic violence who do escape tend to lack the financial resources to support themselves and are forced to return to the abusive situation. Homelessness, due to lack of resources, is very common among domestic violence victims. In a 1999 publication the United State Conference of Mayors, domestic violence is identified as a significant cause of homelessness. It is pertinent that these women are not obstructed in their attempt to stay safe, protect their children, and stabilize their lives. Housing discrimination is a very serious barrier and hinders the recovery process for battered women. In our current economy particularly, as economic stress leads to increased domestic violence and women have even fewer resources than before, this protection from discrimination is more important than ever.

This bill would ensure that domestic violence victims and property owners have clear notice of their legally binding rights and responsibilities, so as to further ensure that persons are protected, not punished, for being subjected to the suffering that results from domestic violence. National Organization for Women- New York State, Inc. strongly urges the legislature to pass bill S-936/ A-1055.
